There appears to be some confusion around the dropping procedure for the new ditch on the 3rd hole. To clarify:
The red line painted between the red stakes defines the edge of the penalty area. As per Rule 17, you can play the ball as it lies in any penalty area, without penalty, or you can take relief from the penalty area under penalty of one stroke.
If you are taking a drop from the penalty area, it is under penalty of one stroke and you must drop within two club lengths laterally of the red line, at the point where your ball last crossed the margin of the penalty area, (note - this may not necessarily be the point where the ball lies in the penalty area).
We need to define the margin of this penalty area with the red line painted between the red stakes, as the ditch doesn’t run straight. Therefore, it isn’t practical to define the edge of the penalty area with red stakes alone.
Over the next few weeks, as the turf in the seeded area outside of the ditch further establishes, the red line will be moved nearer to the ditch.
