As you are all likely aware, the works have come to a halt.
We have received a mandatory cessation order from the Gosport Borough Council (GBC) that requires all physical work to stop immediately.
Why The Works Have Stopped: A Statutory Requirement
This pause is not due to any planning application failing, but is a legal requirement driven by the extreme environmental sensitivity of our location.
Our site, which lies adjacent to the Gilkicker Lagoon (a protected SSSI, SAC, and Ramsar site) , is also situated within a Primary Support Area for overwintering Brent Geese and Waders.
The Conflict: The GBC Development Manager, Simon Barnett, has instructed that the use of heavy construction plant (lorry movements, excavators, etc.) during the critical overwintering season (mid-November to Spring) constitutes a "likely significant effect" and a breach of the Habitats Regulations, risking formal planning enforcement and heavy fines.
Our Position: We must formally comply to protect the Club from substantial legal and financial exposure. We have formally confirmed to the Council that all work has ceased. We intend to get this resolved as quickly as possible to ensure the works can be completed and the fairway opened. We are currently in the process of getting the right people to talk to each other to resolve any issues and get the remaining earth delivered and set out, There is possibly 3 weeks of earth works left to complete, which will be the end of any heavy type works. Hopefully we can come to some understanding with GBC and get back to it.
